PSA: PC Performance Fix for those with Nvidia cards experiencing hitching/stuttering/frame drops on Windows 11 (possibly Insiders beta build only)
The following will resolve hitching and stutter on Windows 11 Insiders Beta build for certain, this may make no difference if you're on Windows 10 or retail Windows 11. This is specifically for people having constant hitching in the game, especially noticeable in the Tower or while riding sparrows.

Turns out something introduced in Witch Queen does not jive well with Nvidia's Geforce Experience (specifically the NVIDIA FrameView SDK Service) which you probably installed if you've ever updated your drivers manually, as the default settings has it install and it doesn't install if your drivers come through Windows Update.

To fix this:

1. Press the Windows Key+R
2. Type 'services.msc' w/o the quotes and hit enter.
3. Find the service named NVIDIA FrameView SDK service.
4. If the service is running right-click it and click stop. The hitching and stuttering will have resolved.
5. Optionally, if you don't want to have to do this every time you reboot your computer, then right-click the service and go to properties, then change the startup type to "Disabled".

I am not sure what NVIDIA FrameView SDK Service controls/does and have found no loss of functionality or performance by having it stopped.

Nvidia Broadcast also doesn't appear to cause any issues, nor does the Steam overlay (at least for me).

TL;DR: Destiny 2 and Nvidia Geforce Experience's NVIDIA FrameView SDK Service causes massive hitching, disable it, be happyish for now. See ya in Trials.

Works fine for me, even have the sharpen filter going.

Yeah, it could be something with my specific hardware/software combo, but posting so others know.

this is 100% WIN 11 issue. Win10 here and runs perfectly fine (for years now) Shadowplay always on, not once a stutter / hitching, yes the game has been on the rought side for quite some time now, unoptimized stuff im sure but not a problem. Recommend you downgrade to Win10, clanmate had the exact same problem (and many more) reverted to Win10 solved ALL his problems.

Win 11 here. Zero issues or drops. This is on two different systems. 12900k, 3080ti is my main system. The game is running at 4k and stays at 120FPS for the most part. It's performance is on par with every PC game I play.

DDU is very useful for driver issues and I highly recommend doing what the original poster said. It's not difficult. I suggest unplugging the ethernet cable during the process so Windows does not try downloading and installing an older NVIDIA driver.

Yeah I did all that and it never worked. Just turn off the NVIDIA in-game overlay in the Geforce settings. This turns it off for all games until you personally turn it back on, but Destiny 2 hasn't had any issues ever since I did that; before that I was crashing every 5-10 minutes

Ever since Witch Queen there are performance issues and frame drops everywhere. Even in the crucible, which never had any problems before. I almost forgot that Destiny 2 on PC is just a glorified console port with bad optimization. Bungie has no regard for the game's performance.

UPDATED THE OP. turns out you can just disable one service w/ seemingly no impact and regain normal performance.

Also, this fix is probably only for people on Windows 11 Insider's Beta for now, but should new builds roll out to the normal retail version that cause this issue, then the fix would still apply.
