Okay so I THINK I see what is the problem
1. In your own personal library what do you have for Destiny 2? (If it's showing up at all)
2. If it is showing up, look under DLC and see if Witch Queen is there, if it's there, then you're fine and you may have a broken install.
3. If you have a broken install verify the integrity of the game and that should fix it
4. If however Destiny 2 is NOT showing up, and you bought a DLC for a game you don't own, then we have a more complicated issue
5. On the steam page for Destiny 2, does that BASE Destiny 2 game show up as "in library" if not, then click either "add to cart" play game, etc.
6. For free to play games often times it'll just show up as "play game" and that redirects you to the standard install steps
did you maybe buy a key that is for a locked region that is not yours? (russia for example)?
link your steam to stadia and try running it
