It's good, for a legendary sword. But if the choice is between the guillotine and the lament, take the lament.

yes

Currently good but not great. As a sword having a good roll guillotine is good but it's been nerfed several times that there are better dps options.

one of the best legendary swords

In Sword Legendary department is the best what you can get. But Lament will always be the best option.

In Heavy department LFRs are now meta.

As long as you don't want to use an exotic in a another slot.

A Falling Guillotine is the thing I'm most likely to have equipped in my Power slot (assuming I don't have a Bounty for something else).

But then I'd rather have Osteo Striga equipped in my Kinetic slot.
The sword is still damn good.If you have lament choose it but if you want a exotic slot just use the chopper

If you can be lucky enough to roll the sword from DSC with an impact masterwork and surrounded, That's probably the best legendary sword DPS you can get.

Yes, it's still a solid option if you don't have lament for example. Slap on lucent blade and just spin to win.
