If you're going to play on the Xbox, then buy the Xbox version, do NOT buy the Steam version for the PC.
In Game Pass the 2 previous DLC's are included, the Witch queen isn't , but it is on steam sale, so....

XBOX GamePass no longer offers the DLC for free. That discontinued back in December.
If you downloaded those DLC before the end of their departure, they are still available even now.
Regardless the answer to your question remains the same, expansions are specific to their platform so if you bought witch queen on steam you wouldn't be able to access it through xbox or windows store.
