Google says it drops on dares of eternity on rotation, more research says rotation 3 can drop it. My question is will it drop from the activity, the chest at the end, or do i need to buy it from xur, or spend keys opening weapon chests in the treasure room etc

Completing the activity and the random loot boxes from the Horse should drop it when it is currently in rotation.

Fyi, the iron banner has a reskinned falling guillotine when it comes back around and the grasp of avarice dungeon has an arc version of the vortex frame sword.
