Does 30th anniversary not come included in deluxe witch queen?

No, it came out after year 4 (beyond light deluxe) and before year 5 (witch queen deluxe) as its own mini season.

No. It is a separate DLC now.

So assuming you're cross-saved, you can play it on Epic and earn any reward that you want to use, those will all be totally usable when you're back on Steam. So you can earn any 30th-exclusive reward like the cosmetics and Gjallarhorn, and then never play on Epic again.
