Power level set to below 1350?

I'm trying to play the witch queen on an old alt character that I did not finish the second tutorial mission with. I was able to play the first mission of witch queen and was okay up until a hallway with thrall that seemed to set my power level to 1180, and made all the enemies immune and kill me instantly. All of my gear is at 1350 or higher, but the power level is just stuck at around 1180ish. I tried going back to do the tutorial mission, but I can't complete that either because the enemies are immune and instakill me there too. I'm already in the process of doing a new character, but I was wondering if I can still salvage this one

Change your heavy weapon, drum barrel grenade launchers are disabled due to damage bug.

i can't switch it because the slot just doesn't load, and it gives an error message when I try to click on it

Try pulling a different heavy weapon out of the collections tab such as a blue machine gun, sword, or rocket launcher.

also try using Destiny Inventory Manager (DIM for short) it might let you swap weapons
