Lore wise it is Savathun and her servants dropping exotic Engrams off of the side of her Ship and when they fall to the ground, they make this noise. This is because Savathun lore wise bestows the gift of exotics onto the guardians, and if you look closely enough after hearing the sound, you may see a golden engram fall from the sky, but gl finding it, unlike the ones dropped from enemies, these ones don't have an "owner" so they don't get sent to the Postmaster but instead the same script that cleans up enemies after a round of Gambit collects the engrams and sends them to the Drifters Postmaster stash that was only available during Season of the Arrivals and was hidden behind the Drifters Umbral Decoder. Since the Decoder and hidden postmaster are gone, its impossible to retrieve the Engrams dropped by Savathun and her minions, and the only thing left to do is to wait until said Postmaster overflows and this causes the Bungie servers to uninstall themselves.

Then you do not read your lore extensively, I am disappointed but it is overwhelming what kind of informations this game hides so very well. Just how everyone uses Sparrows in the game, but in the Lore, mounts aren't uncommon to be used by guardians as well, things like Elephants or Sabre cats or giant roaches.
The only thing off limits is a mini ahamkara as a mount for obvious reasons... they are pretty rare.
Pretty much this. You hear the tinkling sound when you are near deepsight markers, specially in missions where you see white marks on the walls near the markers to be uncovered, or have to destroy runes on walls to progress past blocked tunnels
