There's the Ishtar Collective, which has all the lore, from Destiny 1, to the current season, but it can be intimidating at first, since there's just so much to go through, with not all of it having major tie-ins to the overarching plot
Like mynameisbyf does such a great job, it's insane Bungie hasn't hired him yet.
If you've seen his Dynasty movie, it pretty much sets up Witch Queen perfectly.
Obviously it would be better if the older seasonal content and campaigns were still in the game but even still that wouldn't catch people up with the first 3 years of destiny from D1. So even in the ideal situation you'd probably still need someone to explain to you the content behind the current story.
edit: Instead of forcing a player to watch a 3 hour video to understand everything in Destiny's story, it should just show the cinematics or even just a paragraph of each season that had passed.
In order for someone to enjoy Witch Queen and it's story, there is no need to know anything that came before.
On top of that, all of that stuff was free to play for over a year, where were they then, certainly not interested in Destiny 2.
Nothing before Shadowkeep is even important or needed to understand the story the game currently exists in.
And pretty much that, Shadowkeep is a good starting point as it "introduces" "the darkness" and then beyond light plays into it more. The only real thing you're missing is that savathun took osiris and traded him for us to get rid of her worm parasite which is explained through a cut scene when you start witch queen. Think of Beyond Light as the start of Destiny 3 and Shadowkeep was a prelude.
