I know i had to buy dlc for both pc and ps4 to use it, but with cross play coming out, do I still have to do that as i have all the dlc for pc but not ps4.

The only things that carry over is your gear, characters, progress and season pass, the season pass is treated as currency so it can be cross platform. Expansions must be obtained on each platform because each platform get's it's share.

To play Witch Queen on console and pc. It doesn't make sense to me but there are people that do want to play on both, I'd just connect my pc to the tv and plug a controller in but I'd rather stick with m&k tbh.

i would have though it was either to play with friends or if the game had some console exclusive stuff. but are there really people that go "hmmm, today i feel like playing destiny on my ps4 instead of my pc" because that just sounds weird

Considering there is both cross-save and cross-play so that you can play your pc characters on console or just play with your console friends from your pc its the only reason I could come up with unless they need witch queen to play trials on console.
