DLC is licensed by the platform, not by Bungie. When you purchase a DLC, you are purchasing the license to use that DLC on that platform. This is how DLC has worked for years.
Cross Save does not grant entitlements to DLC or transfer licenses for DLC to other platforms. If you wish to access the DLC on other platforms, you will need to purchase it on that platform.

The Curse of Osiris and Warmind DLC were vaulted and are no longer available. They are not available in any DLC package.

Foresaken was sunset just recently. The two expansions you have to get (sadly) Beyond light just the normal one and witch queen (standard or deluxe). Witch queen you will have access to the new campaign (which is really good one of their best in both destiny 1 and 2) and some new activities, crafting system and new weapons/exotics. Now you still need to get the battle pass to do the "Seasonal story" which is $10. The striga SMG you can ONLY get with buying the deluxe edition of witchqueen (you get that smg after completing the campaign and 4 battle pass seasons). You could get standard and just wait until season 17 to get striga.
Oh almost forgot theres also the anniversary pack which you don't "need" to get but it's extremely helpful since some of the best weapons you can get with that dungeon that the anni pack comes with. (broken rocket launcher and one of the best hand cannons and a solid sniper and cosmetics). To be fair you can get by with some of the base game exotics. All previous exotics from previous expansions and what not are still in the game but you can get some through Xur and others through the monument thats on the tower by the vault. You need to have Beyond light for beyond light exotics. (I'm unsure which one exotics are for free to play someone else can jump in on that).
I'd highly recomend at least getting beyond light (you can even find it cheap off other sites and even witch queen). Beyond light gives you stasis subclass and some really good exotics like Dead man tale and hawkmoon.
I am in the same situation as you, I play everything on PS4 and now I am playing on a PC. I started with the free version of Destiny 2 and added the needed DLC available. Some that I paid for a year ago may be free today.

Shadowkeep, Beyond Light, and 30th Anniversary at this point are just there for extra content if you want more Destiny 2 and Forsaken is more of an exotic weapons and armor unlock and raid+dungeon but most will recommend Witch Queen Deluxe first.
nothing is locked behind collector editions, currently there is one exotic smg that is with the deluxe edition but that will change and other than that everything else can be bought separately although you'll pay more than just getting the deluxe edition.
Everything can be played again on new/alternate characters and Witch Queen's campaign is replayable.
You could wait for sales to get it cheaper, the legacy collection frequently goes on sale and witch queen deluxe + anniversary bundle will almost certainly go on sale the next time everything else does otherwise you can check isthereanydeal.com
Cash shop is also completely irrelevant considering its all cosmetics only and you can earn bright dust to purchase a weekly assortment of new cosmetics.
You will not be the only person who feels this, there will be many. But they will have chosen not to buy into the game for that reason and therefore will probably not be here, in this forum, reading this thread.

In fact, the latest DLC has lots of content and even more if you buy the Deluxe Edition of it. The other DLCs are also recommendable, but only secondary. Just wait for a sale, if you wanna play them all, and move backwards with the expansions. That's how the game works.
"Retroactively removed" is correct, but you should see about that for yourself at Destiny Content Vault[www.bungie.net]. I also miss some of those locations, but like I said, that's the character of the game. That's the only downer for me.

No, there is a deluxe edition upgrade option, which you can purchase through the Steam Store.
It only seems expensive because you are looking to by the expansions all at once, but most buy them as they come out. my suggestion would be to buy the Witch Queen, then wait for sales to by the rest.
