It's not that uncommon during peak hours.
The issue is that anybody that actually knows what raids are and actually understands them will be doing them either with their own friend groups/clans or will be doing it somewhere to ensure everybody has voice. The only people that do Guided games for the most part are the players that think Raids are just longer strikes and aren't good enough at higher tier PvE content to succeed, and the groups that are meant to be "guides" are typically just one or two people that got fully carried through a run on an LFG group once and didn't actually learn how anything works.
