I wouldn't call Riskrunner broken at all. It's definitely strong though and is very fun.

What do you define as "hard" content? Sure its great in some raids, but then you're taking up the exotic slot for something with more dps for bosses and for grandmaster nightfalls it depends on the seasonal artifact mods so if next season its anti-barrier smg then it could be great depending on the strike but again you're giving up the exotic weapon slot for it which could just as well be used for something else that has an artifact mod.

I like it as well, but broken is not what I would call it. Sure, in a strike against Fallen or anything that can spark you up, they are fun for clearing rank and file. Same with Fallen Glimmer Extraction public events, fun.

not broken. but it is insanely good for add clear when you're fighting things that do arc damage

Depends on what the artifact mods are next season and what buffs and nerfs Bungie hands out. Sleeper is top right now because of two buffs and particle deconstruction.

It's not broken, it's an exotic with perks. Wanna talk broken exotics? First week of prometheus lens. That thing would trap you in a bubble and chuck you off a map in PVP.
