It's been like that since Destiny 1(?)
WQ is really good, I would buy it for the Story it self.
How?
Limited Nightfalls require DLC....
To restructure now and have 'options' for nightfalls would be a big task and a massive waste of time overall.
DLC owners gets X nightfall strike for this week while non-DLC owners get Y nightfall for this week would lead to 'they have the easier one!' arguments and having a 'selectable' option would require a lot of restructuring.
Its an MMO and MMO means there will be things throw in your face that content lock you from people who bought X and Y.
Last week was Arms Dealer and was free to play, this week is Lightblade and requires Witch Queen, next week could be Glassway and require Beyond Light.
Imagine having to pay for content, crazy concept.
now, if for some reason you chose not to buy content and still came to the games forum on steam to complain about not being able to partake of it, that well, kinda makes you a tool.
