It was older code written under Activision, it wasn't written for longevity (under Activision, S11 would have been the end of Destiny 2, with nothing carried forward). Updating that code would have been prohibitive in both time and money. Not impossible, but simply too expensive.
A large percentage of the games player base use consoles. Older consoles. Managing the game's demands on older hardware is a valid concern.
And, as Mez pointed out: Read what Bungie actually had to say on the subject rather than listening to rumor and hearsay.
What I do not understand about this is why other games seem to not have this problem. Or at least do not have the problem nearly as bad as Destiny seems to. There are many examples of this but ESO is one. ESO is a very large game that keeps getting larger and as far as I know does not need to vault content. Is it something to do with Destiny's engine?
Destiny 2, is not those other games, it's Destiny 2.
ESO was built from the start with a long term plan to become very large, Destiny 2 started out a throw away game to be replaced with Destiny 3 (Activision's idea).
They had two choices, neither very good. They could have stopped work on Destiny 2 and started working on Destiny 3, or they could cut off some old content that was holding up development on the old engine that came from HALO and start making the game better. If they had started work on Destiny 3, we would be left with Destiny 2 with little to no updates and a wait, for what, two or three years for them to make a new game and then we could hear AGAIN how our vault was somehow destroyed and we start over.
I personally prefer the choice they made.

I played this game originally over on the PlayStation 4 when it first came out. I noticed load times were significantly longer over on Console before Shadowkeep had came out. sometimes loading into a strike or other activity would take around 3 or 4 mins sometimes. As well as get hung in the transition where you just see your ship flying in aimlessly forever. I have the game on more then just PC but I mostly play it here. But my character is from the PS version. But this is besides the point. Point is the older consoles can't handle the demands the game has. So sadly content had to be vaulted. Do I agree with it? Not really but the game has come along way since D2 first launched.

Plus after enough weapons with origin traits are released any of those old weapons will become straight downgrades in casual

Simple answer: Yes. If Bungie decided to Make Destiny 3, they could fix a lot of those problems. But we the players would have to be willing to be reset again. Seeing the large backlash from D1 players (myself included), I doubt they want to make D3.
I have been using Recluse and Marty, you do know that that 1060/1260 means nothing with the floor at 1350, right? BIG difference in you gear is capped at some level and you have no gear. So no, they did not make me restart my vault, it would have been empty. On top of that, there was a lot in my vault when not affected by it, so yes, once again, they did not force me to restart my vault.
Technically, Cayde is no longer dead, because they vaulted his death but he's still alive for some strikes.
