Operation Elbrus bug
I completed the legendary campaign without gathering the intel or moving forward on this quest, and now that I have it I still cant complete it, no progress gained or anything.

Did you check your inventory if your intel is max capped ? If so then discard them all. That should fix the problem.

You need to play the weekly story mission for that.
