There are some "cloaks" that are just hoods if that's what you mean. That's just an aesthetic choice.

i mean if you think about it, no cloak = less of your character's model, so it does provide a very small (and mostly not noticeable) advantage *using the transmog without the cape

It is quite literally style hunters are obsessed with style because who cares about how good your armor is you gotta be looking good while your doing it. (I am a hunter btw)

well it could help giving you an extra fps or two if you dont have a high-end pc, but it's probably not that big of a deal

Your hitbox doesn't change due to meager things like those.

Nor does it change between male and female body types.

well if we speak realistically, those cloaks could be used as camouflage if you cover them in trash you find in your surrounding area or vegetation and dirt...im over thinking it but hey all you need to google is urban ghilie suit and be paranoid forever
