Both keyboard + mouse and controller have bullet magnetism while only controller has reticle stickiness but neither aim for you.
Basically lets you use your mouse as a controller input with aim assistance.
I doubt Bungie tolerates such hardware and if they find out, OP risk their account to be banned from the game.
It technically should. The game detect it as a controller, not a mouse.
Aim Assist is only available on a controller, not for mouse.
Using a device that lets you use your mouse as a controller input to also get an aim assist can indeed be defined as cheating as well as exploiting making the game thinking you're on a controller which you don't.
If you need aim assist, use a controller instead.
