How can I get blue transmat effects?
since I can use a transmat effect only once on a ship, getting legendary is kinda expensive.
WHERE DO I GET GLIMMER BASED TRANSMAT EFFECT?

The best way to get legendary transmats is to buy a bunch of blue tramsmats from your collections, then trade them in to Amanda Holliday.

If you really just want blue effects though, they're RNG rewards from Brightgrams.
