Why buy cosmetic armor?
As a new player, I don't understand why someone would buy cosmetic armor from the store. Every time I find armor that I like and customize the colors, I end up finding a higher level piece fairly quickly and having to discard it. I can't imagine how frustrating it would be to pay for armor and then have to stop using it after a couple of days when you find better gear. Or is there a procedure to keep the appearance of favorite armor when using higher level gear?

Cosmetic armor in destiny 2 come as universal ornaments - the look of purchased cosmetic armor can be put over any piece of non-exotic armor.

you can infuse higher level gear into your lower level gear. you can also buy ornaments which can be applied to any armor.

Because we can.... LOL
You've already answered your own question. The cosmetic armor you buy from the store is kept forever and applied to any 'purple' armor you have as a skin. So if you find a higher level purple, that too can look like your paid cosmetic.

Yeah, like the others said. The cosmetic "armor" in the store is ONLY cosmetic (it's not actually "gear" at all). It can be applied (via a somewhat limited transmog system) to any piece of purple quality armor you own.

In theory, during Season 14 a fully fledged transmog system will be introduced and (presumably) any piece of purple quality gear in your collections tab will be possible to use as an "armor ornament".

(I don't actually know if they're going to include white/green/blue gear in the transmog system. Personally, I'd kind of like it if they did, but I suspect most people won't care).

Fun fact though, before the move to Steam (pre-shadowkeep) it was actual armor that you had to roll loot boxes for (don't miss those) and even though you could infuse it to keep it leveled up the perks were still randomized (armor 1.0) so it was still useless unless you had god rolls like enhanced perks.

Or ya know, a new player that doesn't know what the ornament system is.
