Exotics look like they do because it's a signal to other players what special abilities your character is currently using.
So ... SHOULD we be able to transmog Exotics? Yes.
Are they going to let us? No, probably not, because it goes against some of the meta design for the game.
As above, pretty sure they look unique because they can have a large impact on what a player can do, not because of lore (which doesn't make sense in the first place, since legendary items also have lore to them). While it doesn't matter as much in Coop (though it is still nice), it can be quite important to see that your pvp opponents are wearing Wormhusk, or One Eyed, or whatever else that may impact how you play. A reasonable system would be to transmog them in PVE modes only, but I don't know how feasible that is for their systems.

Also, I think this would directly affect Eververse ornament sales so I don’t think it’s likely to happen anyways.
if someone cant tell that somebody has bakris on when they literally teleport dodge than i dont know what to tell them.
It would be nice to know what they can do BEFORE they do it...
In the heat of pvp, everything happens so fast that its a waste of time to try and see what the enemy is wearing anyway, because there are SO MANY overrides already, so its very difficult to spot on which part of the body someone is wearing an exotic.
That's literally not all you need to know as Bungie talked about this topic before.
You can't cover up exotics because you and your opponents in PvP need to visibly see what exotics people are using to know how to fight them.
