Guillotine will likely still be best all round at that point, lament is great if you can use it properly.

Black Talon's optimal attack loop (heavy attack x2, light attacks until charged) hits for 19,968 dps
Lament's optimal attack loop (light attack x3, heavy attack) hits for 19,071 dps

the main weakness of swords is that you have to be next to the enemy to damage them normally, Black Talon has a ranged heavy attack, which makes it safe to deal with enemies at higher difficulties. try using Talon on legend/master lost sectors, especially those with void burns, it deletes champions

Crown Splitter: With Vorpal Weapon, it's not half bad with taking out tougher enemies, and the fact that it (unintentionally) pairs with Energy Accelerant lets it one-shot pretty much anything and everything below Ultra level. However, this is restricted to just Titans and losing E.A. at the end of the season will probably take it down to above average.
Falling Guillotine: Relentless Strikes and Whirlwind bland basically let you have ammo and damage for days, and unlike the class swords, you can use it on anyone. After the season ends, this will remain practically uncontested as far as swords go.
Pretty much any other sword (excluding exotics) should do a fair bit of work in their own right, but nothing above average save for Sola's Scar.
It depends on whether you need burst or sustained DPS and whether or not you can actually time back to back Lament combos correctly.
Lament came out on top for Atraks as you only had time for a single combo and as such you benefited from the frontloaded burst damage and it's because of this that most people never learned to properly chain combos.
For Riven cheese on the other hand a god roll Guillotine will consistently outperform Lament for most users. The burst can be helpful if you have to teleport over to the other room due to possibly having less time but if you get Riven on your starting side then your timing with Lament has to be perfect to outperform Guillotine. As soon as that first combo is complete though most people end up standing there scratching their head wondering when to start attacking again as their only prior experience with Lament is either bursting down Atraks or bursting down champions.
Crownsplitter is obviously only relevant if you're playing a Titan.
At the end of the day whilst there is a difference it's not really significcant enough to matter for most content where you'll actually be running a sword. Pick whichever one best suits you whether that be based on frame type, element or even just looks.
