Got to remember that this is a PC port of a console game that moved to Steam from Bnet... chat functions have been borked for forever.
I know Discord is the go to app for gaming.
But chat is an essential function of a multiplayer game that shouldn't be ignored.
Not officialy afaik, but I guess it is a chronic deficiency in the giving a f*ck department combined with an acute case of "everyone's using discord anyway, so why bother".
So unless they turn it on manually, most people's local and team chats are OFF, and they will not hear you even if yours is ON and you've typed something.
Why Bungie thinks it's a good idea to turn them off by default, is a great mystery. D2 is probably the only MMO with a community who does not communicate in-game.
if you want you can add me and I can help you with questions to the best of my knowledge I usually play almost everyday and don't mind helping newer players
