How do i kill enemies with the question marks next to their head?

im doing the region chest in the new planet, but cant access it because some Vex with question marks next to their health bars are preventing me from progressing. Help?

Increase your power level through gear drops.

??? means that they're so far above your level that you can't damage them. You'll need to come back once you're stronger.
