28, before the changes. Should be extremely easy to chain farm it now, though you may want the sparrow and the mods too, and some armor pieces saved up for later.

17 clears of Scourge of the Past for Anarchy, 2 for Crown of Sorrows and Tarrabah, and so far I have yet to get 1k Voices after probably 20+ runs even though some of the people I play with have had it drop 2 or 3 times.
