Prime engrams I know take all available equippable gear into account, even gear not equipped (including weapons on other characters). But they are set when they drop.
Faction engrams only take into account gear actually worn at the time as far as I know.
Engrams picked up that automatically turn into gear (all drops actually look like engrams on the ground) are given based on actual equipped gear.
I'm not certain about legendary engrams you can sometimes get in the mail. They most likely are rewarded based on equipped items though.
Challenge rewards (powerful and pinnacle) are given based on the max available gear just like prime engrams.
Up to the powerful gear cap, it can still be a good idea to wear your max level available gear because you can get catch up drops that are above what you have for a slot that is below your average gear level.
No way most of that is true, I get plenty of ground drops and vendor engrams far above my "equipped" power level when I'm using lower alternate gear.
@OP in addition to my earlier post it is also worth noting is that stuff you get is most of the time locked to the power level when you picked it up so that prime engram you got isn't going to level up later so its usually best to unpack it as soon as possible to get the most benefit from it.
I agree... that's why I noted it.
I haven't equipped a single new higher power item this season, all my gear is ~1005 and my blues are dropping around 1015 at this point, not a single one below 1010 in quite a while now. What you have currently equipped or not doesn't make a difference, as long as you could equip it it counts.
