Forsaken is still being sold as a paid expansion, despite Gambit, Black Armoury, and Menagerie content being cut.
Also, the "no one plays this content anyway!" bit is absolutely incorrect.
Bungie's one mentioned statistic was how many people play the Mars story missions.
They said nothing about how many people use all of the content being removed, but we can check that with Charlemagne.
For instance, regular Leviathan is currently the second most-played raid in D2 [18% participation], which is below Garden of Salvation [40%] and above Last Wish [14%]. Add in the other vaulted raids and that's 46% of the raiding community.
11% of the entire game's population runs Forges.
Menagerie is sub 1%.
Add in the portion of strikes and other story content, with a bit of that vague "Patrols" value, and you'll see that about 20% of players actively play the content being removed.
except Destiny is a console game ported to PC, they're not gonna dump 2/3 of their players to please PC users

probies localization thing, instead of creating specific localization files they just cram everything in, consoles can support that if they are any generation over PS2... bungie doesn't want to tweak they engine ATM because they don't have a big buck studio to cover them for doing their stupid decisions.

If I'm paying for content with a self-destruct timer, I want to know exactly how much time is on there, before I buy (or more accurately, before I completely disregard the number and buy a better game from a less anti-consumer developer).
