I have updated this post with the progress I've made and yet, my question remains the same.
OP stated they have done this already (afterall thats where the emblem comes from)
The Mysterious Datapad quest is what gives the Obsidian Accelerator and Obsidian Dreams emblem. It does not give any ghost shell.
The Hubris of Niobe emblem and Armory Forged ghost shell come from a mission called Niobe's Torment. This is the mission that originally unlocked the Bergusia forge (well, it intended to, it was actually bugged and couldn't be completed initially) though anyone can run it.
