Correct me if im wrong here but FPS represents how many frames your GPU can draw on your screen per second yes? if so then how can that affect what other players see of your character?
Low FPS does not equal Lag, Lag is slow connection to others whereas Low fps is your computer is slow at drawing.
Lets put it this way, you have 15 FPS and have a friend ingame with 60 FPS watching you, you input the signal to reload your weapon so on your screen it takes 5 seconds to reload but on his screen it only takes you 2 seconds, assuming you have a good network connection just a poor GPU or CPU.
EDIT im not an IT guy so im probably wrong about a lot of things so anyone reading this please correct me if im wrong.
