You deal more damage against enemies lower than you. This effect caps out at about 40 Light above the enemy, after that, enemies "scale" with you.

basically same as in other games that allows gear/lvling/stats.....
It increases your dmg, your survival, your chance to hit enemies within 20-25 LL of yourself.

So. If an area would be lets say 980 I would deal less and take more. and visa versa?

its usually as power requirement and helps in leveled activity like strikes or raids, or even when gambit or iron banner.

in open world everything is scaled

Yeah, with the 980 LL nightfall for example, you'll barely do any damage under 960 and probably get one shot by a minor enemy, and deal steadily more damage and get tankier until you get to "base" DPS and survivability at 980, then continue to increase both until you cap them out at 1000.

There is no light level.

Power level is required for the end game stuff like master nightfall and nightmare hunt. It also gives you advantage in iron banner.

Power Level = Light Level. D2 switched the name from Light to Power, some people just prefer to refer to it as Light.
