For example, if an activity has a power level suggestion of 800, and you're 750, you're going to be underleveled, dealing less damage and receiving more. If you enter that same activity when you reach power level 800, it'll be just like you're playing the game normally. Approach that activity when your power level is, say, 900, it'll still be like you're power level 800.
TL;DR: That's just the minimum recommendation and being much higher than it doesn't matter.
