But really, I would just save up for a whole new PC if I were you. ~1K for a high end pc, depending on where you buy it, may seem very expensive, but it's worth it in the long run.
I actually have a desktop that can run it at max settings/uncapped frames, it's just currently in storage for reasons.
What lines in the .ini file might I be looking for? I noticed there are a few settings, for instance foliage shadows, that only go down to medium with no option for low or lowest. Would something like that be able to be adjusted there?
My guess would be more his living circumstances right now, a laptop is portable......
Also, might be worth trying to hunt down an old (5 years+) gaming laptop on ebay, since I'm able to run this on my ancient socket 775 build with a xeon e5440 OC@3.4GHz. Originally played with a AMD HD 6850 1GB with no issues, but using a a shiny new RX 570 4GB at present. Because in theory, any laptop with a midrange+ graphics card will do the job since Destiny 2 is pretty well optimised graphics wise.

TBH I was surprised myself, I didn't expect it to work either. I did get an error message I never knew existed though before lowering the render res to 25%, apparently D2 will just straight boot you if you don't have enough frames. So, I guess according to them 12 is fine?
