I think the main issue here is that Arma isn't your casual hit and run shooter, it requires you to learn how the game and its engine function. Now sure, you have a point that the map you're in is mostly static and not every object can be interacted with or destroyed, depending on the map of course.
But then... who cares? You're not fighting buildings, you're fighting enemy troops. Also keep in mind that this isn't necessarily a simulator. From the main store page: "Experience true combat gameplay in a massive military sandbox.". It's a sandbox game[en.wikipedia.org] first and foremost.
So yah, I can't help be convinced that the main reason you're disappointed is because you treated Arma as a game which it isn't. You don't "just" pick up a gun and start mowing down your enemies, you don't grab a rocket launcher and hope to blow up as much as you can, that's not what this game is about!
Of course it can be... but then you'd probably be looking at a custom scenario which you can set up in Eden.
Anyway, maybe this can help and give you some ideas:

Basically: start doing those tutorials. At least bootcamp but if it can be helped also VR training. That can seriously help you to get a better understanding of how this game works. And don't treat Arma as something it isn't.
Heck... I've been there myself. I tried playing the official campaign and just like you I considered it a joke. "While my commander is up the hill doing god knows what I'm getting shot at by a dozen troops? And that's good gameplay?", that was one of my comments back in the days. Then I learned more about this game, I learned how to anticipate for enemies, I didn't let the commander set the pace but used my own around areas which I didn't trust and... I got better at aiming. So when I tried the campaign a second time it became a lot more enjoyable!
It might just surprise you ;)
I don't know any other game with this level of modding and community content. The engine is in serious need of retirement and BI seems to break something every other update, but it's still a dang good game. I did not waste my...
Okay, that's more hours than I'm proud of. But hey, great game!
ohh never shun the hrs.. for they are your badge!! =]
i'll be aggressive.. arma is the best value for your dollar video game ever created!!!
the amount of hrs of unscripted gameplay is remarkable. the amount of game modes and gear to use. the amount of time it takes to use that gear properly is what keeps me coming back over and over.
arma not only was the catalyst for me transfering over to PC gaming it also changed the way i approached gaming. so i have a definite love affair with this series going back to flashpoint.
doesnt matter i just want to profess it from a mountain top :D
"I don't know any other game with this level of modding and community content" Skyrim
Then go back and play your X-Box or your PS4 . No one twisted your Arm to buy the game.
Same cry baby Sh*t just a different day
I kinda have to veto Skyrim due to how unstable it is. Try running it with 100 mods and see how long it holds out. Arma can surprisingly exceed it there unless you mix some weird mods.
Throwing several Altis Life packs into the same pot for instance is playing with fire. With Skyrim and perhaps even The Sims, playing with fire constitutes anything which touches a save file.
Convoy too close to the vehicle in front of you....in an abrams. It's like KSP but you don't get to build the rockets yourself
and the tires are even more fragile!
come play with my unit and we will show you wrong.
We make this game very realistic with mods. Alive let's us build dynamic scenarios where every action has a reaction, with thousand of units and an AI commander controlling them. Weapon conceal and disguises for undercover action, but suspicious actions will get you killed. Better medical system and ♥♥♥♥♥♥♥ ballistics ( ACE )... This list goes on and on.
