I reinstalled drivers, reinstalled C++, verified the cache, you name it.
What fixed it for me?
Removing the GPU and giving the inside of the case a thorough clean. Removing as much dust as possible on the card too. Then putting it back and making sure all connections are fixed properly.

You didn't say what Windows Version you're running.
Hmm thats unfortunate. Yeah it's worth a try. A clean install of Microsoft C++ might help too.
Windows 10 can be a bit fishy at the moment too. If all else fails, I'd wager that it's the cause of the problem.

are the ones that has to do the update to them. If just one of them " mod " isn't updated then that serevr that you're playing on want let you in too play.
