Stuck on Installing Microsoft .NET Framework 4.5.1.cmd

Hey guys trying to play bit of Arma today but stuck on "Installing Microsoft .NET Framework 4.5.1.cmd". I have tried installing .NET Framework outside of steam but when I double click to run the .exe nothing opens or happens also restarting my computer but still happens. I running windows 8 by the way.

Well tried many ways and work arounds even booted into safe mode which .NET Framework did open but blocks the install because it doesnt allow safe mode install. So I needed to format my OS anyway only took a few hours went from Windows 8 to Windows 8.1 that seemed to fix the issue and installed the .NET Framework though Arma 3 in Steam.

Well just noticed something weird I just tried to install the latest version of .NET Framework 4.5.2 and same as before would not open but this time I noticed my usb card reader flashing like constant. So firstly I went task manager and End Task .Net Framework which made my card reader stop flashing. So I then discounted my usb card reader and reopened .NET Framework but this time it works and installed fine.

So the fix is basically End Task any .NET Framework in Task Manager running in the background then discount any usb device from your computer then run .NET Framework installer.

Do you know how to fix it for windows 7? ive tried all these steps still seems to just say this below.( I have waited for 4 hours to see if anything would happen)

The game was working fine for me, of all the sudden it stopped working. I tried to reinstall and now I'm stuck on "Installing Microsoft .NET Framework 4.5.1.cmd". What shoulkd I do???

Mine seemed stuck too but after maybe 5 minutes it finally ended and I could play.

Same here. Every time I start ARMA 3 now it goes installing the .NET Framework 4.5.1.cmd again. Every single time.

I had this issue today and found the cause of the fault and wanted to let folks know, it may not be the same issue but will point you in the right direction.

I noticed some say unplug USB's, when I did this just leaving the mouse and keyboard in the game loaded with out issue.

When I plugged all USB's back the game would not load again.

So it was pretty obvious it was a issue with my external HD.

The way I had my pc set up I was running my documents folder on a external HD to save space on my SSD, once I moved this back to C I have had no issues.

So steam, or the game don't like the saves being on a external drive.

Hope this helps people with annoying issue.
