So the fix is basically End Task any .NET Framework in Task Manager running in the background then discount any usb device from your computer then run .NET Framework installer.
First time setup
Installing:Microsoft .NET Framework 4.5.1.cmd
I noticed some say unplug USB's, when I did this just leaving the mouse and keyboard in the game loaded with out issue.
When I plugged all USB's back the game would not load again.
So it was pretty obvious it was a issue with my external HD.
The way I had my pc set up I was running my documents folder on a external HD to save space on my SSD, once I moved this back to C I have had no issues.
So steam, or the game don't like the saves being on a external drive.
Hope this helps people with annoying issue.
