Is the game's vegetation (Trees, bushes, grass, etc.) supposed to be all grainy and flickery?

Impossible to play with all the foliage around me flickering in to my eyes making me dizzy.

I have an NVidia 3060 RTX and yes, my settings are maxed out. Yes, I tried turning off fullscreen optimization and the DPI thingy. Yes, I maxed out everything in NVidia's control panel. Yes, I reinstalled the game. Yes, deleted my settings file. Yes, I've tried turning everything to low and then very high one by one and yes, a verified the game's files.

I refuse to believe this is what the game is supposed to look like. I've looked at many screenshots and videos that compare low and very high settings and my game looks like a mixture of both. My character looks fine and everything that's inside a 10m radius looks fine aswell, but anything outside of that (other than foliage, that always looks terrible) looks scaled down.

I used to play this game on my old computer when it came out on low settings and comparing it to what it looked like then and what it looks like now, the vegetation looks the exact same.

I don't have that issue myself but I have heard some with said issue. I'm one those people who get migraines quite easily in games like you said. IDK if it's a setting or a limited feature or what. But with max out settings I don't have said issues myself.
You need to really tweak your video settings. I would check out this guide and go through it and see what helps you. I was having similiar issues to what you are saying and I went through all of this and finally got to a place where the graphic fidelity is still good, but it does not look fuzzy. I was absolutely pissed because of how ♥♥♥♥♥♥ the graphics were and causing my eye/brain to strain. I'm happy to have found a way pass some of this graphical stuff.

The Nvidia Profile was 1 of the two biggest changes to overhaul the graphics. The 2nd being one specific change under Nvidia 3d settings. I say it was one specific thing because when I compared the guide to what I already had done, there was only one difference. I change it and it was amazing, but I forget what that single thing was.

I fiddled around with it and it made no change at all :-(
I would highly recommend that you go troubleshoot very carefully with this. The FPS guide I linked to you. You should do 1 thing at a time, reboot the game, and see if it helps. It might only take a single change to drastically alter your game look. 100% there is a setting that will 'fix' the game for you. Sorry it isn't as easy and 1, 2, 3.

I'm sorry but I've already spent 2 hours trying to fix it and anything more that may not even work in the first place seems completely pointless

The reason why I ask this is because this was the very first thing that bothered the ♥♥♥♥ out of me. I had to change the resolution and it made everything more sharper

I can tell by the screenshot. Your quest text is blurry and not sharp at all. Dude check your desktop resolution, for example mine is 1920 x 1080. I then had to match the game to the same resolution and what you are talking about went all away.
have you tried turning off freesync/gsync for this game?

I just did, it's set to 1920x1080 just like the game is. I've tried playing around with the game resolution aswell (lowering it then making it higher and etc.) and with no change at all
