You can craft them with armorsmithing or buy from market. The higher tier ones are quite expensive so if you’re on a budget I would look at tier 2 or 3 bags and filter by perk, look for one with the “deep pockets” perk as they are essentially budget bags of the next tier up.

ETA: I think the perk is called extra pockets actually.

This. Keep in mind you get extra bag slots at.. 30 + 40, I think? It's much better to have 3x T2 bags than it is to have a single T4 bag.

It’s 30 and 45 but yes, and I advise everyone save like 10k for tier 4 bags so they can become the shed they’ve always dreamed of. I’m at 1100 weight on tier 4 bags haha.

There's a trade post in every settlement (don't forget to check available posts in all settlements using the topright dropdown) but they have a base cost due to the runes of holding required to make them. The middle tier Layered bags around 30-40 are perfect if you get them with the Deep Pockets perk.
For early on the +150 weight bags are sufficient until you get the big layered bags.

People are also constantly advertising their bags in global if you keep an eye out for traders.
