Wait for them to get close, or bloody run at them, they are more afraid of you than you are of it, you wanna get up close on a shield, then time a heavy attack for just before they break and go for a swing, you will always hit them, they always drop the block.
Only attack a shield if your blood is pumping and you have no more poo left to fling at them, like a caveman or some of these comment posters above.
Once you hit with a heavy you can dodge roll break animation right after as they try to hit you, the AI will always miss if you time it well (practice), you will never bother about shooting a shield guy again if you master this skill, they want you to think them getting close is bad but its their undoing, nothing in this game is scary, the mobs are not frightening, there is bugger all large amounts of enemies in a cluster that would give you pause to engage, the only thing AI have going for them is a shield and sometimes the fight drags on long enough they gain grit and do a special attack.
