Report a translation problem
The GPU is usually the constraint. I have a GTX 1060 6GB in a laptop. It's "decent" and good enough with the 1060, but not "awesome" since I have to set some games to lower gfx levels. I had a Vive before, and have no regrets upgrading to the Index.

Hyper threading might be a "hard" requirement meaning it wont even start without hyper threading. Happened to me on a non gaming laptop with some computer game quite a long time ago though,
Better ask valves customer support.
There is zero chance the Index wouldn't work with a CPU that good.
