Usually there are people online. Also, you can use services such as GameRanger to get online. If you're just looking to play with friends, LAN functionality is still up so if you use things like Hamachi, those will work as well.
As a third option, if somebody hosts you can directly input their IP so you can connect.

If you look at the front page of swbfgamers.com you can see current numbers without going in game. Currently 5 on bf1.
And keep in mind these are just the people using SWBFGamers's service. factor in things like GameRanger and that number goes up.
