But here have MODs to take feed and let devs know. this is why Steam Forums exist, otherwise Steam forum would be disabled. Steam Forums doesnt exist just for us to cry, it have a meaning.

And those pso2 dev account are rarely here too, they're mostly stay in pso2 official forum and do their work there
As an aside, the state of base PSO2 personal shops on Ship 4 looks like an absolute nightmare after dropping the game last November to come back only now.
RMTs already got bots up and running in NGS.
Sega isn't going to change the "we lock personal shop behind a paywall to discourage RMT" thing with that happening.
Hell, if the devs see much botting going on, they probably won't even bring back those "3 day personal shop vouchers" from OG PSO2.
They did it becouse of this. Players accept and just move on, and even buy this VIP!
Do you really think that someone will moderate a big community forum like Steam for a mmorpg just to have zero attention from the game devs? Steam is one of the most active games plataform and it have tons of players around the world using this, otherwise SEGA do not even bother to bring PSO to Steam. Also Steam Reviews can Up the game moral or simply destroy it so my friend Steam forums are really something to be heard. And yes devs looks to Steam Forum as well, by the MODS.
Actually he stated he's a Community Manager for Global so he does have connection.
Still best bet would be to submit feedback on the official forums.
If you want game devs direct attention, better play the JP version and using their forum
Otherwise those guys they hired are mostly stationed on the official forum
