Unclaimed Skin Vouchers item pool is not what we were expecting

The description when the vouchers were first announced gave the impression that they were somewhat like a pity system, a way to get any skin not on the store but on the Skin Data Box item pool (Like old BP or event skins).

The reality is, the item pool of both vouchers is very incomplete, dozens of event skins are not available, most of what's available are only old BP skins.

The only event skins available on the vouchers are:
-Lovely Magical Girl Rio
-Sweet Valentine Eva
-Problem Solver Aiden
-Singer-Songwriter Priya (still available on the ER LAB App login event)
-Apprentice Witch Tia (Still available by subscribing to the newsletter)
-Spec Ops Leon

Why are skins that are still available to obtain normally included on the voucher item pool, but not dozens of not available event skins?

I only need a handful of skins to have all the skins in the game, Popstar Camilo, Demon Hunter Johann, Winter Breeze Elena, i have opened more than 140 Skin Data Boxes and still haven't gotten those, i thought the pity vouchers were a way to assure that i could get those skins with a controlled investment, but it's not like that, are they expecting me to keep buying boxes where everything i get is basically just data fragments/duplicates until i get the 3 skins i still need in a 1 of 270 chance?

It was released last update, it's on the patch notes.
Aside from Priya and Tia you can't get those anymore and they're making it possible to get previous season pack skins.

Seems like skin from last season's web events are not included in the voucher. Maybe they will be eventually added in the next pass

The Aiden skin is included, same goes for season 9 pass skins, the selection of what's included and what's not doesn't follow a clear pattern.
