This would be pretty straightforward for armor, but gets tricky for weapons, since different types of weapons have different attack animations and such. Maybe instead of putting the vanity slots on the character, you could give each item a vanity slot, and for weapons you can limit it to weapons of the same type. You could even add something like an NPC who can "fuse" items together, basically adding a vanity item to a weapon or piece of armor, as well as splitting those items to get the vanity item back (e.g. if you found an upgrade and want to keep the look).
Alternatively, when you craft an item, they could give you the option of crafting it using any design. For example, when you craft a dagger, you can make it look like any dagger. This would obviate the need for something like vanity slots. How I might do it is that when you salvage a piece of gear, you gain the blueprint for that design, allowing you to craft items that look like the piece of equipment you salvaged. This requires you to actually find an item before you can craft an item with the same design.
But I suspect we're not likely to see anything like this. I'm sure they have other things they're working on. But you never know.
