Game runs poorly

I have an issue where this game runs at like 5-25 fps in both the menu and the game itself. Doesn't matter which system I run it on, can be my OLED steam deck or my PC (7945HX + GTX 4080) and its just incredibly slow. I recall reading a fix for this in the past but I can't seem to find it now. It makes the game completely unplayable. Is there a file I can delete somewhere or something like that to reset the game cache? I've tried reinstalling and verifying files but it doesn't help.
