I had a 4 player remote play together game running a few days ago. I was the only one with the game in my library.
I used an Xbox One controller.
One of my friends had a Dualshock 4 controller.
Two of my friends played on my shared keyboard.
At first my friend with the Dualshock got booted from the game directly after joining, but he quickly realized it was cause of a loose cable.
I didn't do anything special to get it working. Right clicked on all of my friends and chose "Remote play together". Once they were added to the lobby, I removed keyboard sharing from the guy with the Dualshock controller. Then tabbed into the game again and pressed A on my controller. Everyone else were able to join afterwards. Of course, the first keyboard player has to go press "Split input".
You say that two characters were controlled by your controller. Did you per chance hit split input with the character you were controlling? I'm not sure if it's even possible, but you don't need to hit split input on any other characters except for the first keyboard character to join.
Also, a side note: Make sure you have pretty good upload speeds as the host. My friends were slightly lagging, so I think I'll have one of them buy it for next time.
