Verify Game Cache is Grayed out too?

The game is still installed but when I go to the verify integrity of game cache as it instructs me to do before contacting support, it is grayed out and un-clickable... I've never seen that grayed out before on any game.

Can you try the following?
1) click view
2) click settings
3) click downloads
4) click clear download cache
5) restart steam

OK, none of that worked but it just returned to play instead of purchase on its own...
