v1.4.1: Corrected tiers for FTL to prevent getting drive 2 option immediately after drive 1 reseacrh completes

v1.5: All ships now get access to STL. I couldn't make the starting ships not get it or probes get it without this change.

v 1.6 Update for Banks 1.5, with trial run at fixing pirates to only fire after FTL.
