If you find some of the exploits do not work, it's because you have USKP or a similar mod which has changed the way skyrim works. See my post below for further details.
Guess the quote.
2) If you installed USKP recently, the Resto trick won't work. They consider it a bug (despite it being a part of every TES game ever made) and rather arrogantly decided to "fix" it. As a side effect, this makes RPG playing as a healer (with an NPC tank) almost impossible. To fix it, uninstall USKP and possibly go to an earlier save.
Personally I dislike dying, but also hate one-shotting everything in sight, therefore I make strong armor but relatively tame weapons, which makes of r nice long drawn-out fight. Other folks will want to kill Alduin before he lands. It's a simple matter of choice and self control.
I've asked Arthmoor to address this problem as I think it was unintentional.
Regardless of how you may or may not feel about using exploits in a "real" playthrough, these exploits are essential for modders and people trying to restore corrupted games.
Having played through skyrim 20+ times, I have no problems using an exploit or three to get me to the point where the game gets interesting, rather than have to stumble through the early tutorials, etc.
In other words, cheats are freebies, exploits you still gotta work for. Exploits also tend to be more controlled: in this case, you can make you gear as OP or UP as you wish, whereas an instant-kill sword cheat will always be an instant kill sword.
Now I don't even worry about gear - I just get whatever looks cool, and improve the hell out of it. One of my toons tanks dragons wearing a japanese schoolgirl outfit and her daughter's wooden sword, and is virtually unkillable, lol.
@milehigh026 - you might want to try "Better Leveling Merchants and Speechcraft". It adds a substantial amont of coin to merchants/fences that doesn't break the game and it won't take a month of in-game days to sell off high cost items. It is a cheat in my view but after 20,000+ barters I think I get how it works..... its about time the process became useful....
