I have a solution to that problem Ikx_1! This is where setting the part count comes in handy specific for the cannon case. The trick is putting in a standalone cannonball into the recycle bin at start. Then set the goal flag for that ball to have both the "must be inside of" flag checked, assign the crosshair to the recycle bin, and have the part count set to two. If you don't do that, I find the super ball solution not fitting with the overall puzzle theme and very finnicky to keep going. Trust me and make this change.

Gorilla Nest, im sorry, I've forgot to update the description, There's the mouse on the left side of the Recycle bin, you should have that going on. The reason why I did that was because there's no way to set goal for cannon ball. :/

I got the cannon ball into the recycle box, Waldo into the fragile box, and Tim into his house but the puzzle did not solve. Are you sure this puzzle is working properly, or am I missing part of the goal?
